backup&restore RSM 2.0 config

hi,

i want to know what is the right procedure to export a rsm config of active appliance and import it to a standby appliance.
i suppose to do this steps:
1) export config from active appliance
2) import exported config ( cadata.xml ) to standby appliance ( active appliance still control storage ).

my dubt is:
1) can i import config to an appliance when it doesn't control storage ( still standby )?
2) imported config will overwrite current standby appliance config or is merged?
3) standby appliance must be active ( control storage ) before import config or not?
