I have SMS that need to be upgraded from CV EVA 9.1 to 9.3. Because this isn't a supported upgrade path I need to install CV EVA 9.2 and then CV EVA 9.3. I've got 9.3 and 9.2.1 (which I don't actually need) but I can't find where to download CV EVA 9.2.
Can anyone help me find it? A search on hp.com hasn't found anything, unfortunately.

The installer will remove the older version anyway.
Just install 9.3.

Here is the bit info attached from upgrade instruction guide. You must be at 9.2 or 9.2.1 in-order to go to 9.3
I also faced the same problem like Chris here while upgrading directly from 9.1, not sure how it worked for you :-)

But you *must* have 9.2 in order to go to 9.2.1 - this is a big difference.

Keep in mind the installer will uninstall the old version and reboot before installing the new version anyway.

It's really not a requirement to have a previous version installed.
The manual says:
...
For supported upgrade paths, you do not have to remove the earlier version before upgrading to the
latest version of HP Command View EVA. During the upgrade, the following message is displayed:
IMPORTANT:
The installer has detected an earlier version of HP Command View EVA.
The following actions will be performed during upgrade:
- The earlier version will be removed.
- The system will be rebooted.
- The HP Command View EVA installation will be initiated after reboot.
...

Yes, you're correct. I guess what I was thinking was that the documentation could be misleading if a non-technical person was reading it.
However, removing the previous version and then installing the new one, provided you export the licenses first, is a valid option.
Apologies if I sounded like I was trying to prove you wrong. :)
