HP Storageworks SAN Switch 4/16 - switch

Can anyone tell me if all the ports on the HP Storageworks SAN Switch 4/16 - switch come active or do I have to buy additional licences to activate them?

All 16 ports come active (no licensing required), but without GBICs. You need to purchase separately to use each port.

I wanted add that some 4/16 have only 8 port available. This is a reduce lic. for a SMB HP EVA4000 Starter Kit. This is consider a low entry solution in order to get one started in SAN technology.
