SVSP running in local mode?

What is SVSP local mode? How do I get out of it? I finally got both VSM servers up but now svsp keeps restarting and i can only assume because of the local issue.

1 comes up fine active, 2 comes up fine passive, but its caught in a loop of restarting i can only assume relates to local.
