Switch Connection refused

I can't connect to my switches (4/32)using telnet or SAN loader to perform firmware upgrade. Telnet error = "could not open connection to host on port 23".. SAN loader error = Connection is forcefully rejected.
Is there a switch setting causing this? If so how can I reset it. I can ping my switch IP's.
My HP software rep is stumped also.

Maybe telnet was disabled. Try using SSH instead.

Yes, it could be the fact that Telnet is disabled, but if you want to do a firmware upgrade you should re-enable it beforehand. I had a problem that when I performed an firmware update via an SSH-session, I could not get back onto the switch afterwards. SSH did not work after the "HA Rebooting" prompt. Telnet had previously been disabled, so the only way to get back to a command line was to use the serial cable.
You can re-enable telnet while the switch is online. Use the configure command, and you can set it somewhere in there.
Then perform the FW update from the telnet session. When it has completed successfully you can disable telnet again if you want.

Thanks, I got connected now I need the commands to check switch settings, (IE: what is stopping telnet from accessing this switch?

I got connected with SSH and ran configShow but there is no entry for telnet, which setting is it that has telnet disabled?

I connected with SSH then ran the configure command telnetd is located under system services, I set this to on and now the world is a happy place again.......
