I'm trying to update OneView from 8.70 to 9.10 then 9.40. I ran the readiness checker and it said RAS access logs space utilization was high. I searched on the Internet and it lead me to:
but when I click on the obtain software button, it says:
This url is not valid for the logged in user.
Do I need this, or can I just ignore?

I am not able to address your authorization issue. However, if you don't address the RAS logs the upgrade may or may not work:
"HPE OneView RAS service will not remove older access log files. This behavior can cause the filesystem to grow which will make the support dump incomplete. In addition, an update attempt will fail with an error message "Not enough space. Ensure there is enough space to proceed”"
This update addresses the issue described in the Customer Advisory a00142424en_us
