Processor Max Speed for Gen10 and Gen11 servers is always displayed as 4000 MHz
I have a OneView for ProLiant Server with version 9.20.00-0500184 and several OneView Composer2 for Synergy in version 9.10.00-0497396.
On all OneViews the Max Speed for all Gen10 and Gen11 servers is displayed with 4000 MHz:

With PowerShell, the correct CPU Speed is displayed for all Gen10 servers:

I have checked from different appliance version 8.90.00 and the processor max speed shows 4000Mhz.
And the details from PowerShell reported is the base frequency of the processor.
Please confirm if you have another appliance which shows different data.

I have 2 appliances for ProLiant servers. All Gen10 and Gen11 servers are displayed in HPE OneView Processors with Max Speed 4000 MHz. I have 4 Synergy Composer2, also here all Gen10 blades are displayed Processors with Max Speed 4000 MHz.
In the HPE OneView Global Dashboard the Processor Speed is displayed correctly. It is displayed in the same way as via PowerShell. Here is an example of a Synergy 480 Gen10:
