I don't see a valid upgrade path

Here is where we're currently at:
OmniStack 4.0.1
Firmware SVTSP-2020_0225.06.iso
ESXi 6.5 U3 EP18 15177306
vCenter Appliance 6.5 U3f 15259038

The 4.1.2 Interoperability Guide says that any firmware upgrade newer than our current level requires minimum ESXi version 6.5 Update 3 Patch 04 (build 15256549) or 6.7 Update 3 Patch 01 (build 15160138). But the guide says those two ESXi versions require SVTSP-2020_0701.03.iso or greater.

Do I upgrade the firmware first and then immediately upgrade to ESXi 6.7 EP23 19195723 since I can't upgrade the firmware and ESXi simultaneously?
