Re: Additional 8-port upgrade license command in SN6610C switch
what is the NX-OS version you are using? can you post nx-os version? is it using traditional version or smart licensing based version?
Some useful commands for license usage:
switch#show license usage PORT_ACTIV_9132U_PKG
switch#show port-license

Re: Additional 8-port upgrade license command in SN6610C switch
Looks like you have smart licensing policy enabled. You may have to upgrade to 9.2.2 or later release, convert your lic file to smart license and after that you can enable port thru smart licensing policy.
More details here: https://www.cisco.com/c/en/us/td/docs/dcn/mds9000/sw/9x/configuration/licensing/cisco-mds-9000-nx-os-licensing-guide-9x/smart-licensing-using-policy.html
if you open TAC case, they may be able to help you convert license and apply it to switch to enable ports.

Re: Additional 8-port upgrade license command in SN6610C switch
Hi - did you purchase a new port-upgrade license from HPE for this switch? Did you receive a license key file to install onto the switch? If so, we need that information as the PAK # and the PIN # from that file. Also, you will need to create a Smart Account if you don't already have one.

By the way, please don't post that information here in this Community page. If this siwtch is internal to HPE, we will have you open a case with our licensing support team. Please let us know if this switch is internal to HPE or at a customer site.
