Also I was looking at fcmsutil but there is no device file in /dev and I have tried to create it but it will not work. Can someone help.

Have you tried running the ODE diags to see if the hardware is configured correctly?
Try moving them to other slots, re-seating, etc...

It looks like these are Qlogic cards:
unknown -1 0/4/2/0 UNCLAIMED UNKNOWN PCI-X SerialBus (10772312)
unknown -1 0/5/1/0 UNCLAIMED UNKNOWN PCI-X SerialBus (10772312)
My A6795A have completely different Vendor and Device IDs for HP cards:
Vendor ID: 0x103c
PCI Device ID: 0x1029
Suggest you install the latest Qlogic drivers. See this thread:

Maybe you need to pull the card and verify it is a true HP-UX/rp4440 supported FC HBA?
