How do I sign in the Learner ID ? Please help me

Hi,

To take an exam which is called HPE6-A72, I noticed that I have to sign in Learner ID. So I tried to sign in the Learner ID, but I couldn't make it. 

I've constantly tried to sign in Hpe Learner ID, but I can't do it still.

I click above the link (about Learner ID), and it shows only Japanese so I can't discern how to sign in Learner ID.

I already tried to change the language from Japanese to Korean or English. I couldn't make it.

Please let me know how to make an account.
