Re: 11.23 vs 11.30
First, you mean 11.31 (11iv3). That said, the most comprehensive answer can probably be given by reading the release notes for 11.31:
http://docs.hp.com/en/5992-5804/index.html
As you want to learn more, there are a number of excellent whitepapers on the HP documentation website:

Re: 11.23 vs 11.30
Salient differences:
- New Mass Storage Stack
- You now have Agile devices
- Multi-pathing is "built-in" although support for some ALUA arrays are not there yet but work around exists
- VxVM 5.0/VxFS 5.0 technologies if you use them
- Faster on Itanium Environments -- Not so for PARISC environments
- almost infinite storage connectivity (number of LUNS)
- bigger filesystem sizes allowed
- some new tools, SAM is no more
Otherwise, most of the skill sets still apply. LVM is still LVM. Filesystem is still the same. You will survive.
Oh BTW, If lost or when in doubt... ITRC all the way. SEP and Co. are here to guide you.

Re: 11.23 vs 11.30
More dynamic kernel parameters
NFS Version 4
Longer End of life date.
More dynamic storage options.
Just the highlights of course.

Re: 11.23 vs 11.30
Some new hardware requires 11.31 and support for some systems dropped after 11.23. All this and more can be found under https://www.hp.com/go/hpux
