2 user license

if i run uname . I am getting HP-UX 10.20 9000/715 90847 Two user license. what is that means?

maximum 2 (simultaneous) telnet logins are allowed.
Root logins nor client-server logins (e.g. Oracle PC clients) are not counted.

And fill up all the information like, phone number,date,name all....
