Its a fibre card in my case, treated as SCSI
Did you check ioscan prior to installation and make sure the SCSI ID of the graphics card was not in conflict with anything else?

Did you think to go to PDC and check paths - especially console device path? When you'll go there you should see GRAPHICS device, and will be able to set it as a console path.
I'm not sure it will help, but at least worth to try. Explore more PDC commands with 'help' command of PDC config menu

I think Eugeny is on the right track. You have to tell the system the path to the console & KB for it to start using it.
So from the ISL> prompt you'd enter:
ISL> conspath 0/7/0/0
then
ISL> display
to verify the new path
Also the A6150B must be installed in a Turbo slot. On an L-class, that's slots 7 through 12.
