About startup shell in /etc/passwd
What is the difference between /usr/bin/csh and /bin/csh as startup shell?
Apparently, are the same (one is the link of the other)
But when I edit the /etc/skel/.login to configure the environment, this configuration works if the startup shell in the passwd file is /usr/bin/csh, but not if /bin/csh.
Any clues ?

'/bin' is a symlink to '/usr/bin' and hence '/bin/csh' *is* '/usr/bin/csh'.
I am surprised that you perceive any difference.
I would verify that this relationship exists:
# ls -ld /bin
lr-xr-xr-t 1 root sys 8 Sep 9 10:35 /bin -> /usr/bin
By "works" and "not work" what do you mean? What specific errors or behavior do you encounter?

Sorry, apparently is the server configuration, not the startup shell
I want to be able to write spanish characters like ñ, ó, etc.
Then, I add -istrip in /etc/skel/.login:
stty...... -istrip
But, this works don't work in all servers.
I use putty
