No, sorry, you must purchase the HP-UX operating system software. Third party retailors and/or Ebay often sell used systems with applicable licences, though.

Linux/Unix --- what do you care if your objective is to learn and explore the Unix paradigm? If your goal is to become proficient with the various nuances of any particular Linux distribution or any particular implementation of Unix (HP, AIX, SUN, etc), then you question makes better sense. You need to define your objective(s).
