After 54 users log in, new telnet not allowed !!!

D230 system not allowing telnet after 54 users log in. The operating system is hp-ux 11.0.

Please check /var/adm/syslog/syslog.log for any error messages related to telnetd. A lot of time this is related to npty kernel parameter. If this value is low (I think default is 60), please increase it (but this will reboot your system, pls take note)
