Yes As per MCSG Doc & My practical Exp. You will have to definately put the ascii configuration files to all the nodes in the cluster.

The cmapplyconf ( cmcheckconf) will fail if the package conf an cntl files are not available on all nodes the package can start. I would advice you to copy it not only to those nodes but to all nodes in the cluster.

However cmapplyconf stores the package ascii info in the cmclconfig file. You can do a cmgetconf -p pkg_name to view the details.

If you use .rhosts between the hosts in your cluster then just setup rdist to help you distribute the ascii/cntl files - see the man page for rdist for details.
