Please, i need the command line to see the jobs that are be blocked, and the user that is blocking it.

There is a command fuser which does the following:

fuser - list processes using a file or file structure

For example: List process IDs and login names of processes that have the password file open.
fuser -u /etc/passwd

Refer man pages for more details.

This display the running jobs. Also see man fg,gb.
Use Z to suspend the job

To see the jobs running, simply issue

jobs -l

but remember that this command is only useful from the terminal that started the jobs itself.

Usually jobs are blocked waiting for input.
