ME 10 is no longer a HP Software. ME10 is now produced and supportet by CoCreate. Go to www.cocreate.com and contact their salesteam or look for the partners they have in your country and contact them.

Another source for licenses may be www.ebay.com. I have seen used ME10 licenses there.
