Can't change password for a new user in a trusted system

Hi, all.
We are running trusted system on HP-UX 11.00.
I(as a root) added a new user with "useradd" command and
when I change that user's password with "passwd" command I got the following message:

Password cannot be changed. Reason: Cannot access protected password entry.

The user entry is already in /tcb database with proper permission.
/usr/sbin/authck -p command just prompts right back.
In /etc/nsswitch.conf, the passwd entry has only "files" field.

Strangely, I can change the old users password.
Only I can't change the password of new user just added.

Why not?

try run the command:
/usr/sbin/pwconv

see if this can help

Check permissions in the /tcb folder

Try this command:

/usr/lbin/modprpw -l -k $1

replace $1 with the
