The possible culprits are the size of PE or the number of PE's that can be allocated per PV.Since you are tyring to create a new volume group you have the provision of either increasing the PE's size which defaults to 4MB in older hpux os version & 16MB in HP ux 11.x.
Example: If PE size defaults to 16MB and no of PE's per PV is 1016 by default..Then the default max size of a Harddisk that can be added to this volume group is 16GB(approx).In your case, you are trying to add a harddisk of 210GB which far exceeds the limit.
while creating the VG use (-e) option to change the value of max_pe/pv or try changing the value of size_pe using (-s) option of the vgcreate command.I would rather suggest changing both for optimal performance instead of increasing only one value.
