Short of going to the box and forcing a boot into single user mode (if possible), is there any other way to gain access?

You appear to have clobbered your authentication system.
I agree the single user mode is the only chance you have.
It would be helpful in telling you what to do to fix this if you laid out the process you used to do this.
It seems to me difficult to believe this worked on HP-9000 boxes.

Do you run Opeview Operations Client or any commercial backup/restore software on the system ?
If going to single user mode is next to impossible for you, then you could use these softwares to perform remote operations and manipulate the configuration files.
But again, this is little too much if getting a downtime isn't that difficult.
