CBT development for HP-UX

hi, wondering if anyone considered utilities for developing CBTs that are browsable on HP-UX, Linux and Windows?

possible the only one would be html based.. but hp-ux by default won't have a pdf reader, flash plugins are not available (are for solaris and linux) and animated gifs work by default?.. no movie players.. etc..

What's the best way to deliver a portable, interactive cbt learning experience in your opinion. (aside from classroom)

There was an old company (CBT Systems) that had developed some CBT's for HPUX that ran in the Windows environment that I thought were pretty good.

In my opinion, what would make this medium to learning better is requiring access to Internet sites so that specific topics could be researched to a greater degree, and simulate access to a telnet session or require that they have a login to a server when they are utilizing the CBT so that the user could try out commands to see how they would actually work.
