You need to read up on CDE via www.docs.hp.com.
Webconsole is not attached to a graphics card so it will not run.
/var/dt/Xerrors is the CDE error file.
Check tail /etc/rc.log
Start CDE login server
Output from "/sbin/rc3.d/S990dtlogin.rc start":
----------------------------
dtconfig -e will enable CDE after next boot.
If you have no console
cp /usr/dt/config/Xservers to /etc/dt/config/Xservers:
Comment out this line.
* Local local@console /usr/bin/X11/X :0

CDE looks at /usr/dt/config/Xservers file to tell it whether it should start locally ... in your case unless you have a graphics card and associated monitor attached it won't matter what the entry is I suspect .....
To access CDE from the remote system you will need dtlogin (CDE daemon) to be running on the server.

If you have your CDE running on the server, but you dont have a PC with Xclient you could use VNC.
As you use WebConsole you should have a Javacapable Browser. Then you could install VNC on the Server and use the VNC Java Client to connect to it.
Have a look at: http://www.uk.research.att.com/vnc/index.html
But keep in mind that VNC installs a second independent Xserver on your System. I don't know if this is somethin you want, but it works.
