i have one process in my top which is battering my cpu...

Start/stop cim_server:
# /sbin/init.d/cim_server stop
If not all the "cimprovagt" processes died, you can kill them. Then start again:
# /sbin/init.d/cim_server start
If you SFM/wbem components are old you should consider to upgrade new versions.

But why does it get hanged, and do i really need to start it over again..??
What impact will it have if i dont start it...?

Why do you care? If you restart it, it won't be taking all that time. (You would have to watch out for it.)
If you don't have it running, the hardware diagnostics won't be running.

I've had my fair share of trouble with them over the last 4 years (memory leaks, CPU loops, etc), the type of problems that should make HP ashamed of including them by default in an enterprise operating system.
Most of these providers let you monitor hardware and benefit from other management functions when you integrate HP-UX in SIM. If you don't do this, it could be a good idea to just turn them off.
Or if you really need them, as I do, keep up to date with your patches and try to update the providers and WBEM Services regularly.
