I have performed an ioscan -fnC disk and I see seven of the 8 total drives. When I go to the physical machine I see all 8 drives indicator lights are solid green.
Can anyone tell me how to confirm if the first two disc are HW raided and that is why i only see 7 instead of 8 when I perform an ioscan?

HP has an HP-UX version of PSP, Proliant Service Pack, which includes utilities that let you check hardware raid.
You may be able to check from http://servername:2301
Login is required.
Other way to verify is to boot the box at console and use the indicated function key to go into the raid configuration utility.

You are back to needing to boot from the console to see raid configuration.

Yes.
The system in ioscan only sees what is presented to it by the hardware. This server when two drives are configured into a raid 1 logical disk, appear to the server to be a single disk.
If you have add in utilities installed, you can see this information via a the insight website, but that is an optional installation that is not done by default.

If I was smart I would run away now, having collected a bunny.
PSP is a very mobile utility that I always have trouble finding on HP's website.
Here is my crack at finding it for you:

The utility is called ACU:

PSP is called Insight on HP-UX because technically these are not proliant servers, they are Integrity servers.
I think this is what you want. I found it on software.hp.com. This link because it is https is not clickable in ITRC

if you have not guessed, I don't use the tools, I just know of them. Most of the systems I'm working with are vpar systems housed in an rp8420 or superdome system.
I used to use them at my last job.

Can you please try thr below command.
#ioscan -fnd sasd
and take the sasdx
#sasmgr get_info -D /dev/sasdx -q raid

Please observ the green LED status of first two disks physically. If both are syncronisided in its intervel, You have toassume that both are mirrored.
Is it possible for a reboot of system?
In that case you can run drvcfg -s from shell> prompt to get H/W raid informations
