daylight savings time patch

Is anyone aware of any shell/c program/etc that confirms daylight savings time patches to the OS? (maybe something like a date conversion for a future date). I know I can list out the patches - but mgmt wants more. Thanks...

or look at /usr/lib/tztab. Search for EST5. Should have note about modified for 2007
