If you examine the *release notes* for 11.23 (11iv2) and 11.31 (11iv3) you can enumerate the changes.
A quick look at each updates "Read Before Installing..." will also show you the important changes update-release to update-release. For example:

'Powerpath' is an EMC product add-on used to provide load-balancing for LVM alternate links ('pvpaths') in 11.23 and earlier. The 11.31 infrastructure provides a new Mass Storage Stack which obviates the need for this.
