dynamic routes getting created without gated

Hi,
I have K-class at HP-UX 10.20 running without gated.
we have static routes with default route pointing to one of the router.
netstat -rn shows hundreds of dynamic routes eventhough gated is not running. Even after deleting the dynamic routes, they are recreated immediately once again.
