I can't think of why I'm interested in being informed of EMS restarts,
so I want to nuke them. Yes, I know I could do an email filter, but I'd
prefer to supress them inside EMS. Any ideas?

Try to change the default EMS output for these devices, execute:
# /etc/opt/resmon/lbin/monconfig
Then try the option:
(M)odify an existing monitoring request
To help use "(H)elp"

Solutionthis is an identified bug of your EMS revision.
You have to update to A.35.00 or more, but be careful : after this update, it won't be anymore possible to obtain this message !!

If the system is not being restarted and you are getting these, then there is a bug in the monitor causing it to die, which should be investigated (that's why the messages are sent). The EMS framework restarts the monitor automatically.
What version of the OnlineDiags do you have installed? Which monitors are you seeing the messages from, is it only disk_em?
Is there anything logged in /etc/opt/resmon/log/api.log at the time when the restarts occur?

1. You can either prioritise the Severity from the monconfig for this event.
2. Either Upgrade the STM to A.43.00 As most of the information events are Voided in A.43 ..
