Assuming the system is planned for future use, a more efficient use of your time would be do do a 11.00 or 11.11(if installable) installation. If you use the same boot disk, all contents existing will be erased.

Or the best thing is to rebuild the system. Boot the system through CD(core/recovery CD) and install fresh.
And if you want any old data import those disks or do a pvcreate to assign VG or mediainit if you really want to do low level formating of the disks.

If your boot area is bad on the disk then you could try to boot from support CD and repair/rebuild the boot/LIF area. For this boot from support CD and then select the repair the boot sector( Selection may be worded differently but it will mean this). And then you should be okay. If you just want to get rid of that you have currently on the disk, then just reinstall 10.20 or 11.0 or 11i on your system.

mediainit is the command to format the system, but you can't run this command unless the system is up. for your scenario installing the OS is the way.
