ftp without shell?

Is there a possibility any user to use ftp, without its account to has a shell?

yes, You can set the shell for the user to /usr/bin/false as long as you also include /usr/bin/false in /etc/shells.
Never preceed any demonstration with anything more predictive than "watch this"
