How can I get the characteristics (clock speed, quantity, etc.) of my CPUs in HP-UX 11.23?

Going through SAM can get all that info for you.

Go to Performance Monitors and then System Properties

Quantity: ioscan -k |grep -n processor |wc -l

Clock Speed:

HPUX=/stand/vmunix

MHZ=$(echo itick_per_tick/D \
| adb -k $HPUX /dev/kmem \
| tail -1 \
| awk '{print $2/10000}')
echo $MHZ
