Group lp
I have heard that if a user is member of the group lp, he would be able cancel
other users printjobs.
It doesn't work in HP-UX 11.00, the user gets:
cancel: You must have root capability to use this option.
Via sam -r the user has access to cancel printjobs, but it would be nice if he
could use the "cancel" command directly.

The functionality you are asking for depends on what type of print jobs we are
talking about. Any local print jobs can (by default) be canceled by ANY user.
It does not matter if it was generated by another user or not. If this is
undesirable then you can use lanadmin -orc to toggle whether user's can cancel
each other's jobs or not.
Jobs sent to remote printers can only be cancelled by root and the user who
sent them. There is no option for changing this because it is the remote system
that is actually managing the spooler in this case.
Jobs sent to Network or JetAdmin printers can be cancelled by users, but they
must first go in thru the JetAdmin utility. You can't do it from the command
line.
