I believe you could direct the command at other devices, but i don't recommend you experiment on a system you care about.
Perhaps the better answer is: I am uncertain how it works, but it does and is quite useful when the GSP gets hung.

I have some RP5470 server and had the same trouble...
HP recommend reset GSP to solve the problem and it works now.
You need to shutdown the server and then open the cover side, then push the GSP reset button (you can see it from the GSP card).
