Help! privileged port

Hi guys,

I have a JAVA client server application and it SHOULD run below port 1024. 

I know that the application should be run as "root", however, my clients policy DOESNT allow

I would like to ask :::::::

1.) Any solution to configure the privileged port to be used by any other user?

2.) If no privileged port can be configure, is there any port forwarding application/configuration can help to achieve the goal?
