How can I monitor commands that are executed by users

Need to know if it possible to monitor commands that are executed by users that are using su command .
I know that I can look in syslog and sulog in order to find out time, date, and IP Address of users who log into root and for each user to look in the shell's history.
My question is if there is HP build in tool that can help us to track user commands .

HPUX ver is 11.11
