I know you'd mentioned "from scratch", but I still have to ask you do you already have NIS running. If not I would recommend implementing NIS first and once your environment is stable, then think about migrating it to NIS+. Setting up an NIS+ "from scratch" is not like, say , mirroring a root disk. It's more complicated and involves more than just laying it out in a step by step procedure. Most people would suggest looking into the documentation. Lets push this up and wait for more response.

I highly (highly, highly) recommend taking the NIS/NIS+ course (Managing NIS and NIS+ H3066S) before attempting to build a NIS+ environment. The heirarchical structure of a properly implemented NIS+ environment is often a challenge to "get right the first time". It is truly painful to correct a NIS+ implementation if it isn't done properly from the beginning. The 3-day course is worth the time and money - and you get to build NIS+ environments on someone else's network first...
There is a document for Linux NIS HOW-TO which presents a step by step that you might be able to use. There will be a few minor differences in where things are located:
a great book which explains this far better than the documentation is "All about Administering NIS+" by Rick Ramsey ISBN 0-13-309576-2. If you can get borrow a copy checkout part 2 , chapter 6.
