It depend on what configuration you are using like how many cells or IO chasis.Noramally Vpar requierd following confugiration
1.At list one cpu
2.The minimum ammount of memory to support HP-UX (1 GB)
3.IO capability to support a boot device.
4.A LAN card to support networking.

The maximum nPar configuration for a vPar can be up to 8 Cell Boards of 64CPUs.
Each nPar can be carved up to a maximum of only 8 vPars at this time.

Each vpar needs a boot disk and a network connection.
The limit to vpar creation depends on how much i/o and network connections you have available.

Table 4-8 Maximum Number of Virtual Partitions Per Server
You will find total per server, total per nPar - depending on server model, but max. per nPar is 8.

Max is 8 per nPar. but it is again depended on the server model. Not all model support 8 vPars.
HP recommends,
The recommended number of virtual partitions per nPartition is equal up to one-half the installed
CPUs (processing cores) in the nPartition in order to meet I/O and memory requirements and to
allow for cores that can be used for dynamic processing core migration.

any vpar with minimum config requires:
one processor
one lan
one disk
so depending on the available resources we can create that many vpars.
