How to enable challenge in Radius authentication of PAM configuration?

Hi,
I have PAM configurations in place with HP-UX 11i version3 for <ftp> . I have a stack <ftp auth required  libpam_radius.so.1>  which works for Password+OTP. If i enter only password, it doesn't challenge the users to enter the OTP.
Can anyone please let me know the stack for the same. Thanks in advance
