How to setup ftp account without access to any user directory?

I want to setup a ftp account on HP 11i in a way ftp account only has access to directory owned by it, nothing else.

1.Should I create a separate group for him?
2.Create account with invalid shell?

can you please provide step by step commands if you have? Thanks
