How you discover new golden heads?
If I understand Merijn statistics help you but who decide where and when open new thread?

Personally, I've only does this once so far because other people have got there first. I might be wrong, but I just assumed that the policy goes like this. "If you recognize somebody who could do with congrats, give them the congrats if nobody else has". I hope that is right though :)

Usually, it simply depends on who notices first. It always used to be that Merijn's Wednesday statistics posting would trigger a flurry of congratulations threads. More recently, it has been more random, though you can get a good idea of who is getting close to a new level by clicking on the hat symbols on the left of the page. These show you current members of that hat level and the ones on the top of the list are, obviously, closest to achieving the next level.

Its is usually identifying the sudden change in hat clubbed with Merijn's statistics.
Also you can click on the icons under member status in the extreme left to get a list of forumers at that level.

I read Patrick's etiquette of your link; Patrick tell assign 1 pt to all and 10 to person congratulated but I've seen always assigned more then 1 pt (sometimes 3 some other 5). It seems people breaking rules.
My question, however have focus not on technical way (that I kwnow) but on Who initialize a thread, when he do it, how prepare this; on other way, I'm corious about correlation bewteen members.
Ahrg .. it too difficult explain it for me.
For example I init a new thread M.J.Z. when he become graduate (yes, I break rules too) to encourage and best known the young VMS forum members.
Do you understand? I hope!

Yes, I do understand. Patrick's guidelines are just that: guidelines - not rules! I myself have assigned 1 point responses to only one of the several congratulatory threads that I initiated and that one was Patrick's Olympian thread, out of respect for him. I have consistently stuck with 5 points otherwise.
We're a pretty loose bunch here. It's a good idea with a group like this to have some sort of guidelines in order to prevent total anarchy and chaos. On the other hand, the occasional "maverick" is generally tolerated good-naturedly by all.

Its kind of random. If you get the attention of someone that enjoys starting threads you get a thread.
I got one for every level achieved except graduate. There have been complaints at the proliferation of congrats threads clogging the forum. So some of us have backed off.
A few weeks I started mass congrats threads right after stats, doing it for many people. That was tough to manage, distracting me from posting solutions.
Congrats on your new hat sir. On to Hogwarts for you.

As the others have said, some notice hats change colour and others don't. The ones that are missed initially are picked up by Merjin's weekly stats and then a congrat thread will get started, by the first person who thinks of it. There has been in the past the odd duplicate. Don't worry, yours will be noticed when you arrive for schooling at Hogwarts!

That's at least partially my fault. When I started SEP's congrats thread, I should probably have started one that pointed all the Linux forum folk to the congrats thread on the HP-UX side. Stuart was kind enough to provide that pointer.

normaly the thread is started in the forum the user is visiting/earning most of his points. If he's visiting 'hp-ux' it is normaly started in 'hp-ux general' because it is the most visited forum.
If it is a far forum (sorry VMS or ITO) I announce it in hp-ux (well maybe in the future such announcements are deleted but I hope not).
Whether to give 1, 3 or 5 pts., well there are also voices which call for a congrats forum without points - this could also be done with 0 pts. but my opinion is not to lower the average of an user because he does congrats, so 3 pts. from me.
Before sending a congrats message I always check again, if there's already one.

som user visit more forum (SEP is one of their) so it's not simple choice forum to congrats.
I know that you and the other HP-UX member think HP-UX forum is in center of forum-world (as in past Pope in Rome believe about Earth & Sun). ;-)
I'm joking obviously, but I think that a unique forum for congratulation is the best solution also because there, many people during congratulation may know better.
