Seems you have some kind of Virtual Tape Library configured , which is not showing in ioscan .
This depends on type of device you have added .
Have you checked the requirement/s fpr adding the device to HP_UX such as installing any driver/software to get to detected and working as expected ?
Have you checked the logs dmesg/syslog.log for any messages related to the device added ?
