Two Questions:
How do I change my hpux 11i NIS server to require one or more numbers and one or more capitals?
How do I require certain users have to change their NIS password on next login?

Solution
For #1 with the standard password authentication you can't. Unless you rewrite the passwd binary. There are enhancements that will allow you to do that such as trusted system and HP-SMSE. They are free optional HP-UX products but I don't think they go well with NIS.
For #2 man passwd and look at "-f" option. Probably
passwd -r nis -f
or
passwd -r files -f
ypmake passwd
