Hi there,
What is the tool to measure the thread level activities of an application like iPlanet Web Server on HPUX 11i ?
Secondly, which is the command to see the threads on HPUX 11i ?

I'd say glance/gpm is a good idea.
Its on disk 1 of your application cd in trail 60 day format. After that, it needs to be purchased. The gui has a facility for drillingin and seeing threads.
I've also attached some system monitor scripts, but do not believe threads can be monitored with them.

Glance will show you process threads. Not sure you'll get a third-party tool to do the same?
