To solve your issue have you tried to start your bootpd in debug mode ?

It's could be done by modifying as below in the inetd.conf or kill it and launch the following command by hand (after killing the daemon launched by inetd) :
bootpd -d7
after you should have more information to solve this problem.(I hope)
