If some one can please tell me where can i find these depot packages ..or if i can find on the CD's, i need to do this on 11.11 and 11.23 systems .

The command is iconv(1):

iconv -f fromcode [-t tocode] [file]...
Check /usr/lib/nls/iconv/system.config.iconv for codeset names.

iconv is built in command. No need of special installation!
