Does anybody knows what this is? and how to stop/start this app server?

It sounds like that is for the IBM Tivoli Dynamic Workload Console (TDWC) which is part of the IBM Tivoli Worlkload Scheduler package.

Since this is an expensive software product, there will be extensive documentation available. A properly designed and installed product will have start/stop scripts located in /sbin/init.d. Start there although you probably need to talk to your Tivoli administrator first.
