Should "insf -C tape -e" install the special
special files on my system?

Yes, but you need to make sure that any needed tape drivers (e.g. stape) are "In" the kernel; that the devices are powered-up; and that an ioscan -f has been done before the insf command so that any devices have been found.

if you have the driver installed, insf -e does the trick.

Do an ioscan and if you see the tape device over there and it is shown as claimed, insf should create the device files and you should be able to access the drive using them.

ioscan should be run before insf. ioscan will recognize the device. insf can create the device files.

insf -e will scan all the devices that have been recognized by the kernel since the last boot or run of the ioscan command (without the -k option). ioscan -fC tape will show you the hardware that exists on your system but it will be unknown if there is no driver. To see if the device drivers have been created, use ioscan -fnC tape. You'll see the device files under each tape device.
